Stormwater Improvement Project Update – New detours near Hillcrest

September 10, 2021

As mentioned in previous City publications, work is well underway on a multi-year project to upgrade the City’s stormwater system and reduce storm runoff in the neighborhoods near Caruth Park. This construction involves the replacement of existing underground stormwater pipes with large concrete boxes underneath Southwestern and Hillcrest, and it requires the removal of a substantial amount of street surface.
Current Project Status
Following the installation of box culverts, permanent paving operations are underway on Turtle Creek at Southwestern and should be completed by early October.  Permanent paving will then take place in the 3400 block of Southwestern.  Weather permitting that will be completed by December.  The installation of box culverts in Hillcrest is nearing completion and inlet construction will follow.  Weather permitting, Hillcrest closures will last for approximately 12 months as work progresses north a block at a time between Southwestern and Colgate.
Detours in place for Hillcrest closure

Having observed traffic flow patterns since the start of the school year, the City has altered detour routes involved with the closure of Hillcrest between Southwestern and Colgate. Beginning Monday, September 13, these detours will be in place:
  • Northbound Hillcrest motorists will be diverted at Hanover east to Airline, north on Airline to Centenary, and west on Centenary back to Hillcrest
  • Southbound Hillcrest motorists will be diverted at Marquette east to Airline, south on Airline to Bryn Mawr, and west on Bryn Mawr back to Hillcrest

During high-volume hours, motorists are encouraged to avoid this neighborhood so local traffic can more easily come and go. We appreciate your patience and understanding as work continues on the City’s stormwater improvement project.
Snider Plaza Area Utility Project – Hillcrest Impacts
The replacement of water and sanitary sewer mains in Hillcrest, between Lovers Lane and Daniel Avenue, is progressing well. Permanent pavement repairs are now being completed.  All work in this portion of Hillcrest should be completed by the end of September.
