The City of University Park has developed procedures for commercial and residential redevelopment within the City. Certain requirements must be fulfilled prior to new construction taking place on a piece of property.  The following are some development requirements that may be required before any permits are issued:
 


Platting
 

For a permit to be issued for new construction, the property in question must be a parcel constituting a single platted lot.  In the case of single-family construction, properties made up of a portion of a lot, or of portions of several lots must be platted into one lot of record.  In either case, an amending plat must be submitted before a building permit can be issued for construction.

Where an existing lot is to be split to create two smaller lots, a replat is required.  Please contact the Chief Planning Official with any questions regarding platting.


Amending Plat

An amending plat can be approved administratively, without the need for approval by P&Z, when the subject platting will not create an additional lot.  Properties made up of a portion of a lot, or of portions of more than one lot can be platted into a single lot of record with an amending plat.  The following documents must be submitted for approval:

  • Completed application.
  • $300 filing fee.
  • A preliminary plat prepared in compliance with the Amending Plat Guidelines.
  • Six (6) signed copies upon approval of preliminary plat.
  • One (1) filed copy must be returned after submittal to Dallas County.

Replat

If a plat will create an additional lot, as in the case of single-family attached lots, then a replat is required.  A replat may be accepted without the need for approval by the Planning & Zoning Commission, unless there are more than four (4) lots involved in the replat.  The following documents must be submitted for approval:

  • Completed application.
  • $ 300 filing fee, unless plat requires Planning and Zoning Commission approval.
  • A preliminary plat prepared in compliance with the Replat Guidelines.
  • Six (6) signed copies upon approval of preliminary plat.  Must be submitted prior to the P&Z meeting.
  • Approved, signed copies taken to Dallas County.
  • One (1) filed copy must be returned after submittal to Dallas County.

Variances

In certain situations, a literal enforcement of the provisions of the Zoning Ordinance will result in unnecessary hardship on a piece of property.  In these cases a hearing before the Board of Adjustment (B.O.A.) may be warranted as a means to provide relief for such hardships.  A property hardship is one that is due to, and resulting from the shape, size, or terrain that exists on a piece of property.  Financial or self-imposed hardships do not quality for variance consideration by the Board.  All requests for a variance must be accompanied by:

  • A completed application
  • Two complete sets of project plans (24x36) and one complete set of project plans (11x17)
  • Electronic version of complete set of plans. Flash drive is acceptable. Content and type of plans will be determined by staff after preliminary project review
  • $500 filing fee
 

BOARD OF ADJUSTMENT APPLICATION


Appeal of Decision from Community Development Department
Any person or persons wishing to appeal a decision or an order must file an application to the Board of Adjustment within fifteen (15) days of such decision.  Such application must be accompanied by:  
     
  • A signed and notarized description of alleged error in an order requirement, decision, or determination made in the administration of the Zoning Ordinance.
  • If, in the event that plans or details supporting the appeal are to be referenced, twelve (12) copies of such plans must be submitted.
  • $500 filing fee

 

Planning & Zoning Commission (P&Z)

The Planning & Zoning Commission (P&Z) meets on the second Tuesday of the month in the City Council Chambers of City Hall, 3800 University Blvd.  P&Z holds public hearings to consider rezoning requests, replat requests (involving 4 or more lots) and amendments to the University Park Zoning Ordinance.  All requests to be heard at P&Z must be accompanied by the following:
 

  • A completed application
  • Two complete sets of project plans (24x36) and one complete set of project plans (11x17)
  • Electronic version of complete set of plans. Flash drive is acceptable. Content and type of plans will be determined by staff after preliminary project review
  • $500 filing fee


Once the application & submittal has been determined to be in accordance with City requirements, the request will be placed on the next available P&Z agenda and an advertisement of public hearing will be made.

Board of Adjustment (B.O.A.)

The Board of Adjustment (B.O.A.) meets the fourth Tuesday of the month in the City Council Chambers of City Hall, 3800 University Blvd.  The Board holds public hearings to consider requests for variances to the University Park Zoning Ordinance and appeals to decisions made by the Community Development Department. All requests must be accompanied by the following:
 

  • A completed application
  • Two complete sets of plans (24x36) and one complete set of plans (11x17)
  • Electronic version of complete set of plans. Flash drive is acceptable. Content and type of plans will be determined by staff after preliminary project review
  • $500 filing fee


Once the application and submittal has been determined to be in accordance with City requirements, the request will be placed on the next available B.O.A. agenda and an advertisement of public hearing will be made.  Filing deadlines are contained in the B.O.A. meeting schedule.

Zoning and Development Advisory Committee (Z.A.D.A.C.)

The Zoning and Development Advisory Committee (Z.A.D.A.C.) serves as a citizen advisory committee to the University Park City Council.  Z.A.D.A.C. is forwarded issues from the City Council regarding the Zoning Ordinance. These are usually issues that will require prolonged discussion and many times input from local builders, architects, and developers.

In addition, this group helps review plans and designs involving lighting, screening walls, signage, and other issues that will affect the overall look and feel of University Park. Z.A.D.A.C. also reviews applications for new special sign districts and amendments to existing special sign districts.  Z.A.D.A.C. meets as needed and is an "invitation only" meeting.  Recommendations from Z.A.D.A.C. are forwarded to P&Z and the City Council.


Development Review Committee (D.R.C.)

The Technical Review Committee (D.R.C.) is comprised of representatives of the City's Engineering, Building and Zoning, Fire, Utilities, and Sanitation departments.  The D.R.C. reviews submittals for zoning change requests to ensure compliance with City regulations.  All requests for zoning changes or creation of planned development districts must be reviewed by the D.R.C. before they will be placed on the Planning & Zoning Commission agenda.
