In 1989, the City Council received the City’s Master Plan Report.  The document was the end-product of a citywide planning effort involving approximately 400 University Park residents. The principle purpose of the Plan was to chart both short- and long-range objectives to maintain and enhance the City’s standing as one of the nation’s best residential communities.  Although the vast majority of action items in the Master Plan have been addressed, its principles remain at the center of City governance.  

The report keyed on six overall principles:

  • Promote individual initiative in forging the community’s future;
  • Continue to operate the City on a sound, fiscally conservative basis;
  • Preserve and enhance neighborhood character;
  • Maintain and improve safety and security;
  • Rejuvenate aging streets and utilities;
  • Expand two-way communication.
