- Over the next 18 months there will be several construction projects in the Park Cities. As the map below indicates, many of the projects will involve Highland Park Independent School District campuses. Others projects are located on major arterial streets including Hillcrest Avenue and Preston Road.
Traffic Congestion/Neighborhood Updates
From time to time, these project are likely to create traffic issues. The City will be doing its utmost to inform you, in a timely manner, of things you need to know through our social media platforms. The City will also be collaborating with the Highland Park Independent School District, the Town of Highland Park and Southern Methodist University on the distribution of construction-related information.
Highland Park ISD Projects
Demolition of UP Elementary is complete, and construction of the new building has begun. Trucks will continue to enter and exit the site from Lovers Lane.
- Please be aware of trucks entering and exiting the construction site
- Flagmen and traffic control signage will be in place to assist with truck and traffic flow
- The campus is an active work site and should no longer be accessed by the public.
Anticipated project completion is August 2018.

Germany Park Track Replacement - September to December 2017
Upgrades to the track at Germany Park are currently underway. During this time period both the track surface and the infield area will be closed to the public. The park's tennis courts and the playground to the south of the park (Davis Park) will remain open throughout the improvements.

Holmes Aquatic Center -- September 2017 to May 2018
Improvements to the City's Holmes Aquatic Center (HAC) are now underway. Construction fencing is now installed, and demolition will begin soon. Renovations will center on the northeast building and will involve an updated concessions area, family-style restrooms, meeting rooms and work on the children's sprayground pump equipment. Construction of the northeast building is scheduled to be complete in time for the 2018 pool season. A timetable for the redesign of the existing west building has not been finalized.
Curtis Park's tennis courts, play areas and other amenities will remain open throughout the project.

HPUMC Tolleson Center -- Spring 2017 to Fall 2018
Demolition of the existing building is complete, and excavation for the new facility is now underway.
Part of the Highland Park United Methodist Church complex, this new facility in the current location of the Biggers Building at 5817 Hillcrest, will include two levels of underground parking and three floors of program space that will house Special Needs, Youth, and Recreation Ministries. In addition to a new gymnasium, the project will provide additional worship spaces, classrooms, dedicated sensory and motor skills spaces, and a teaching kitchen.
Rogers O'Brien Construction
Park Plaza -- Summer 2017 to Fall 2018
The Park Plaza project involves the demolition of the former Chase Bank building on the corner of Hillcrest and Daniel and the construction of a mixed-use development, featuring office space, retail shops and restaurants.
The zoning and concept plan for this project were approved in October. The City's Planning and Zoning Commission and City Council have also approved the project's detailed site plan that provides specifics on building materials, landscape design and other details to ensure compliance with the concept plan.

Demolition of the site is complete and utilities work related to the project is now underway. Throughout this multi-stage effort, it will be necessary to temporarily close sections of the streets, lanes and intersections. Utilities construction will take approximately 18 weeks. Weather permitting, utilities work on Daniel (shown in the map in orange) will take 5 weeks. Motorists should stay aware of signage and detours as they change with the flow of progress. As work progresses, the City will assist Rogers-O'Brien with posting specifics on how each phase of the work will impact traffic and parking in the area.
