MISSION STATEMENT AND PURPOSE
The City of University Park strives to ensure fair, competitive access to governmental procurement by responsible vendors and to conduct business activities in such a manner as to foster public confidence in the integrity of the City of University Park.

The City’s Purchasing Division oversees procurement of the supplies, materials, and equipment needed to deliver service to the City’s residents. Purchasing is also responsible for procuring construction services and professional services according to the guidelines set forth in the Texas Local Government Code.

The Purchasing Department’s full policies and procedures are available here. These policies are adapted from Administrative Order PRS-16, “Ethics Policy” which was approved by the City Manager in 1995 and re-approved in 2001. Please refer to page 16 for our Purchasing Ethics policy.




Purchasing Division Receives Award


The City of University Park Purchasing Division earned the Achievement of Excellence in Procurement Award for 2017.

This award was established in 1995 by the National Purchasing Institute (NPI) to recognize the achievement of organizational excellence in public procurement.  The award is achieved by those organizations that demonstrate excellence in procurement by obtaining a high score on rating of standardized criteria.

The program is designed to measure innovation, professionalism, e-procurement, productivity, and leadership attributes of the procurement function.

The City of University Park is one of only 68 cities in the U.S. to receive the 2017 award.  The City has received the award for 17 consecutive years.
