Mayor and Council

Mayor Olin Burnett Lane, Jr. 
Mayor Lane was raised in University Park and graduated from Highland Park High School. He received his undergraduate degree from Southern Methodist University and a Master of Business Administration from Stanford University.  Following graduate work, Mayor Lane worked in the private technology sector before starting his own real estate and development company, Lane Properties.  Mayor Lane served as a member of the City Council from 1996 to 2002.  He has also served on numerous advisory committees for both the City and Highland Park Independent School District.  He and his wife Sally have two children and five grandchildren.


Mayor Pro Tem E. Taylor Armstrong, Jr.  
Mayor Pro Tem Armstrong is a lifelong resident of University Park.  He received his undergraduate degree and Master of Architecture degrees from the University of Virginia, and is a graduate of Harvard's Advanced Management Development Program.  Mr. Armstrong has design, planning and construction and development experience.  His civic involvement includes serving on the boards of the School of Architecture at UVa, Baylor Institute for Rehabilitation, Park Cities Historical and Preservation Society, as well as numerous capacities at Park Cities Baptist Church.  Mr. Armstrong has previously served on the City's Board of Adjustment and was chairman of the Urban Design and Development Advisory Committee.  He and his wife, Carol, have two children.  


Councilmember Randy Biddle    Councilmember Biddle has been a lifelong resident of the Park Cities and has resided in University Park since 1979. He received his undergraduate degree from the University of Texas at Austin and his law degree from South Texas College of Law. Prior to his election, Mr. Biddle served on the Zoning Ordinance and Advisory Commission, as well as the Planning and Zoning Commission.  His other civic involvement includes past board positions with the Salesmanship Club of Dallas. He and his wife, Barbara, have two sons, two daughters-in-law and one grandson who all live in University Park.


Councilmember Liz Farley 
Councilmember Farley is a seventh generation Texan and has called University Park home for the last 19 years. Liz received a degree in government from the University of Texas at Austin and a degree in nursing from the University of Texas at Arlington. Over the last 16 years she has served the city on the Planning and Zoning Commission and the Park Board. Prior to that, Liz partnered with the City to raise over $200,000 for reconstruction of our parks.  She was named the first University Park Citizen of the Year in 2005. Liz and her husband, Lane, have three children.


Councilmember Gage A. Prichard, Sr.  Councilmember Prichard graduated from University Park Elementary School, Highland Park Junior High School, Highland Park High School, and Southern Methodist University.  He has served on the Planning and Zoning Commission, the Board of Adjustment, the Public Works Advisory Committee, the Public Safety Committee and the Home Rule Charter Commission.  He and his wife, Gwen, have two children and five grandchildren.  All five grandchildren have gone through elementary, middle, and high school in the Highland Park School District.  Prichard and his wife also have eight great-grandchildren.
