Human Resources Department Responsibilities

BENEFITS:  All employee benefits programs are administered by the Human Resources Department. The City provides an employee benefits package comparable to those offered by other area cities. Employee benefits for full-time employees includes health, life/AD&D, and long term disability insurance, voluntary dental and vision insurance, medical and dependent care flexible spending accounts, and Employee Assistance Program as well as paid vacation, sick leave and holidays.


COMPENSATION/CLASSIFICATION:  The Human Resources Department develops and administers the compensation plan for all employees.  HR also maintains all job classifications, job descriptions, position control, and the performance evaluation process.


STAFFING:  Provides support for departments with staffing needs by recruiting and placing qualified applicants in jobs with the City.


EMPLOYEE RELATIONS:  Conducts investigations for the City Manager including discipline, employee relations complaints, and Title VII of the Civil Rights Act charges brought against the City.  HR staff provides counseling to employees, supervisors and managers on all discipline and grievance matters, reviews all disciplinary actions to determine rule compliance and due process requirements, and conducts training on various subjects related to employee relations.


EMPLOYEE DEVELOPMENT:  Designs and delivers training programs to City employees, including new employee orientation.  The goal of training is to allow employees to be more effective on their jobs.


RISK MANAGEMENT:  Provides services to employees as well as the general public. Administers the City's self-insured workers' compensation and third-party liability claims funds, furnishes loss control and safety training, and manages the purchased insurance program.  Risk Management assists departments in minimizing, planning for, and financing the negative consequences of their operations.
