Mayor and Council
Mayor Olin Burnett Lane, Jr. – Mayor Lane was raised in University Park and graduated from Highland Park High School. He received his undergraduate degree from Southern Methodist University and a Master of Business Administration from Stanford University. Following graduate work, Mayor Lane worked in the private technology sector before starting his own real estate and development company, Lane Properties. Mayor Lane served was a member of the City Council from 1996 to 2002. He has also served on numerous advisory committees for both the City and Highland Park Independent School District. He and his wife Sally have two children and five grandchildren.
Councilmember E. Taylor Armstrong, Jr. – Councilmember Armstrong is a lifelong resident of University Park. He received his undergraduate degree from the University of Virginia, and Master of Architecture in Urban Design from the University of Virginia. As a licensed architect and real estate broker, Mr. Armstrong has extensive construction, design and urban planning experience. In private practice as Armstrong and Associates, Mr. Armstrong has diligently worked to preserve historic and architecturally significant structures. He has previously served on a number of City committees, including the Board of Adjustment and was chairman of the Urban Design and Development Advisory Committee. He and his wife Carol have two children.
Mayor Pro Tempore Robert (Bob) Begert – Born and raised in Canyon, Texas, Councilmember Begert has been a resident of University Park since 1977. He received his undergraduate and law degrees from Southern Methodist University and is a senior partner with Burford and Ryburn. A three-term Councilmember, prior to his election, Mr. Begert served on the City’s Legislative Committee. His civic involvement includes past board positions with the Salesmanship Club, the Rotary Club of Dallas and the Park Cities YMCA. He and his wife Debbie have three sons.
Councilmember Dawn Enoch Moore – Councilmember Moore has called University Park home since her days at SMU over 30 years ago. She received both her undergraduate and law degrees from SMU. Moore is owner and CEO of Allegiance Title Company which has offices throughout the metroplex. In 2005, the SMU Dedman School of Law awarded Moore a distinguish alumni award for corporate service. Prior to her 2012 election, Moore served the City as a member of the Planning and Zoning Commission and Chair of the Legislative Committee. She and her husband, Steve, have three children.
Councilmember Tommy Stewart – Councilmember Stewart has resided in University Park for more than 50 years. He is serving his third term on the Council. Prior to his election, Mr. Stewart served for five years on the Public Works Advisory Committee, the last three as chairman, and as a member of the Oversight Committee for the Renovation of City Hall. A civil engineering graduate from UT Austin, he is President of Connell Construction Company. He and his wife Barbie have three children and nine grandchildren.
